Secure Commonwealth Initiative Strategic Plan
The most fundamental role of government is to protect the safety and security of its citizenry while ensuring the protection of our democratic institutions. To ensure that our preparedness initiatives continue to protect the Commonwealth, they must be institutionalized, providing strategy and structure and transcending the inevitable changes in government.
Virginia's Strategic Plan seeks to accomplish these core governmental functions. It is not intended to be a static document. Rather, the Plan is designed to sustain the culture of coordinated preparedness that continues to emerge and, coupled with national efforts, to ensure Virginia’s preparedness moves forward unabated.
